The sensor doesn't work until it gets hot, so there's a preheater built into it. That gets it going much faster vs. just waiting for the exhaust to heat it up.
There should be 2 same-color wires coming from the sensor. Those are the heater wires, you should measure 10 to 40 ohms between them, & neither one should have any continuity to ground. If that's not OK then buy a new sensor.
If that's OK, then you can troubleshoot the heater power circuit. I think it gets its power from the main relay. Maybe a wire is disconnected somewhere?
