yes you can

wet sand them, let the dry, apply a few coats of any color you wish and you should be good to go

weighing down the car!!!! its gonna be really slow after you paint them and its not going to stop as well because the paint will make it so air cant flow as smoothly to the brakes!!!

its a simple process:
-clean
-sand (with very fine sandpaper)
-prime
-paint
-add clearcoat/gloss if desired

the sanding part isn't totally necessary, but helps

they sell the high temp rim spray paint and clear coat at all the auto stores (kragen/autozone/pep boys/etc).
