Is there a general diffrence between turbo cams and n/a?

Largely overlap - the N/A cams will have longer overlap to get the natural scavenging as the outgoing exhaust draws in fresh air/fuel.

There may be other tweaks, but that's certainly a significant one.

Not necissarily. But some cams are better for top end, and some bottom. Top end being better for NA, bottom being better for boosted.
