Default bad IACV?

I need some help guys. My car is idling at 2.5k when cold or warm. I took out my intake tube and noticed a hole in the TB that was sucking in air, that appears to be leading to the IACV. when i put my finger over the hole the idle *sounds* normal. Could this mean that the IACV is bad, i already tried cleaning it and it didnt work, my TB doesnt have a FITV, so i know its not that.

motor is a 97 b18b.

thanks for any help.

yeah, most likely it is bad if it idle's that high, could be a vacumm leak as well. does the idle bob up and down or just idle high? If it idle's high also try adjusting the idle screw

it fluctuates a tad, the idle screw is all the way in . Im thinking of just bypassing the iacv, ,
