I think the B18B1 is a better choice because you have more flexibility. You can keep it stock and run a daily driver out of it. Or you can vtec it and get better power than the B18C1.

The B18C1 still isnt a bad choice by any means, especially if you plan to turbo it.

but if he gets an ls , it would be for lack of money , he would never go turbo...
