95 Acura Integra Idle Issue

95 Acura Integra Idle Issue
Car info: 1995 Acura Integra GS-R. B20 swap with P8R head.
My car has an idle issue where it revs from 1000 rpms up to 2500 rpms. (Pretty much just hits 2500 rpms then drops back down to 1000, then repeats constantly if at idle)
I have fixed all my vacuum leaks, and sprayed around all my lines with brake kleen with no difference in idle. Also cleaned my IACV with no changes in idle.
Not throwing any codes, however it is OBD1.
I'm really stumped.

could be that the IACV is simply bad. I would try another.
if your close to a junk yard get a few to hold onto.
coolant was burped fine?
after swap this happened? or this started after some time?
