What's the horsepower difference between the 2? It's for a '99 Ls i/h/e.

There's no magic hp number to give you. With stock compression, you probably won't gain as much with the 403s as you would with higher compression, and you might actually lose more power with 404's over 403's since they're meant for allmotor, high compression applications. With the 404's you most likely be overcamming if you keep your stock pistons. With 403's being more mild, you may be able to get away with keeping your stock pistons.
