1990 Integra fuel gauge wiring

I'm trying to wire a stock fuel gauge to a stock sender on a car that has had the wiring between the two removed (dirt track car).
I know which wire does what on the sender and I believe I know which connection does what on the gauge. My bench testing results in the gauge going to full every time, no matter what the resistance is.
The service manual shows a test where you check for voltage at the sender plug (assuming is was still wired) and getting 5-8 volts. Where is that voltage supplied from? I've tried 12v on one peg of the gauge, ground on the other and the sender input on the 3rd peg. No dice, goes to full. In fact, when I hook up 12v and ground the needle goes to full without any sender input. I'm assuming a short somewhere, but I'd like to find a wiring diagram that shows how the sender circuit gets 508 volts.
