OK, so I've been working with this problem for about 2 months now and I still can't figure it out. I brought my car back from North Carolina to California and I need to get it smogged to get cali license plates and registration. It is a 97 civic hatch with LS Vtec, bore is 85.5mm, Edelbrock victor X intake manifold, 70mm TB, GSR cams. It used to have a T67 H.O. turbo, Tial wastegate 10lb spring, catch can, RC 1000 injectors, OBD1 ECU and tuned by a reliable shop. But to get it smogged I had to take all of that off and put my Integra's exhaust manifold and entire exhaust system all the way back because the exhaust I had on there didn't have a cat. I also put stock injectors from my integra and fuel rail, along with the OBDII Ecu. I go to drive it to get smogged and the car act like someone is putting on the brakes. I can give it gas and it keeps bogging down, you can hear air sucking in but I keep slowing down. then all of a sudden it quits and revs up like normal, it does this over and over again. During the smog the car has to stay at a consistent rpm for at least 30 seconds. It needs to stay at 2500 rpms, when we get it there, it stays for about 15 seconds then it boggs way down then rpms jump up and down over and over, Like it's surging. If you let off the throttle it has a super rough idle almost about to die, if you wait for about 20 seconds it stops it's rough idle and runs smooth. I've replaced, the TPS sensor, Map Sensor, O2 Sensor, IACV, Checked for vacuum leaks, none to be found, got all air bubbles out of system. If I disconnect the TPS sensor it runs fine, but only because of it going to its default program. I have a check engine light for an O2 sensor, I tested the sensor and it is performing just fine, fluctuating from .1 to .8 mAmps with the motor warm. Lately it doesn't surge when I drive it for some reason, except for the other day it did it going to town, but it hasn't done it since while driving. Anything will help, I'm going insane here.

Hm. Still have go-fast parts on with stock ECU and wonders what the issue is? Is the new TPS actually calibrated?

yes it's calibrated, .5 volts at idle 4.5 full throttle
