misfire pulling my hair out.

misfire pulling my hair out.
ok I have everything fixed and ready to go on my build. Only thing is I can not for the life of me fix this misfire. If you guys have any ideas I could really use them.
info: It happends at idle and under load.At steady speed its ok. It on cyl one. motor is a 96 gsr. Ecu is a obd 1 jdm gsr.
this is what I HAVE done.
I have replaced the injector. swapped ecu's. new plugs. new wires. new cap and rotor. swapped dist. checked 12v at the inj plug. checked it with a noid light. leak down test 4-5%. checked resistance of ground wire from inj plug to ecu. checked fuel pressure. checked to see if fuel rail was plugged. swapped map. checked timing both spark and tbelt.
It will just not go away. Thanks for any help.

Did you make sure the clips on the injector plugs are not off and that the plugs are not half way on? Using the right spec spark plug with correct gap? Thats all I can think of right now..
