SRS light on, horn and cruise control not working; 1996 ACCORD
In my 1996 Honda accord EX (138000miles) SRS light on, horn and cruise control not working.
One mechanic installed a new rack and pinion. While connecting the steering wheel with the rack & pinion, he connected steering wheel up side down. I took the car for alignment. The alignment guy could not do that as the steering linkage installed incorrectly. So he said steering wheel needs to be flipped.
I took the car again to the mechanic. He flipped the steering wheel. While flipping the steering wheel SRS light came on. He tried to fix that and ultimately ended up with horn and cruise control not working.
Before he flipped the wheel, SRS light was not on, horn and cruise control were working. Now SRS light on, horn and cruise control are not working.
Do anybody has any idea what is going on and how to fix these problems? I will appreciate your feedback.

It sounds like a fuse might be out. I think the horn and cruise control might share the same fuse so check it out...

The technician busted the cable reel. It's located behind the steering wheel. It provides electrical connections to the components in the steering wheel. Take the car to them and explain why they need to pay for the repair.

Please tell me what are the things may go wrong while installing the cable reel, aka clock spring. Any tips will be highly appreciated.

If you don't have the clock spring and steering wheel centered when you put them together then the clock spring will get to the end of it's travel in one direction before the steering wheel reaches it's max travel. This will break the clock spring and you won't feel a thing when it breaks. Get the Honda Helms manual and it will detail step by step how to set the clock spring and install it!
