GTFO and go back to the civic section where they deem it "ok"

I'm going to actually provide the reasons why you shouldn't do this.

1) You need an alignment after every height change. You can't afford to buy lowering springs now, but you can afford to pay for 2 alignments? If you don't align after height changes, you'll burn through tires, which will be more expensive than the lowering springs would have been.
2) Lowering springs all have stiffer spring rates than stock, to work with the reduced suspension travel available. Cut the springs, and you don't have adequate spring rate for the new ride height.
3) The ends of the spring are shaped slightly different than in the middle. Cut springs do not sit correctly on their perch, posing a potential for failure.
4) If you heat the spring while cutting it, which will happen with any power tool, you'll compromise the strength of the metal, and it will fail at some point.

Can you do it? Sure.
Is it worth the risk for a cosmetic change? Only a fool would think so.

Just wait. It could be fine, but if you race the car, would not be advised. If you just want it slammed just add bricks into your car, or get some fat peoples.
