Yes I did clean the IACV. It was suggested that because I used some carb cleaner to clean it that perhaps I damaged it. If that is the case (that it's damaged) does that in itself cause a vacuum...

OK if that's the case, the bottom one would be the return line (neither of the upper ones) because the bottom one goes directly to the pump.
