The defogger uses the A/C to rid the air of moisture, and then the air is run over the heater to warm it up. So, if you A/C is not working well, that is part of your problem.

But, I don't get any buzzing or screeching, just the "relocking themselves" symptom. (I said in my first post that some people have the buzzing sound, but I have the relocking thing going on.)

IAC is Idle Air Control... I think you already know what that is, since you said you cleaned the IACV (Idle Air Control Valve).

At lower RPMs, there is not as much air moving through the air...
