Sounds right to me.

Try a different gauge cluster or speedometer head and see if the issue continues.

Boost is the easiest way to make the power you want on a small engine, such as the B16.

I'd recommend changing your camshaft seal, crankshaft seal, valve cover gasket, and the little cam plug seal that's on the other side of the camshaft.....you'll be there already, so you might as well...
