Well, I'm not sure on the money situation. There are no rules against the transmission that I know of, just forced induction and nitrous.

The 95 DX isn't wired for VTEC. It needs the VTEC, VTEC oil pressure, and knock sensor wiring hooked up. You'll have to wire these up to fix it.

It's easier to just replace the whole dizzy then check/replace the coil, it's like 3 bolts and $30 from a junkyard off any D-Series.

They're OEM casted, with glass lenses, so they aren't cheap knock-off's. They look exactly like the ones you showed, thanks.

The 95 DX is wired for OBD1 Non-VTEC. That harness is all you need for OBD1 or OBD2

Your best bet is getting spot repair by a GOOD body shop. Then get it painted by maaco. Don't put bondo on anything you plan on keeping.
