Could be the ignition switch, but that would be totally unrelated to your recent swap. Double check all your grounds around the engine bay, battery cables, etc. Sounds like the starter is fine.

rockauto is where I bought my wagon rear brakes from... rotors, shoes, and wheel cylinders. For whatever reason, there are more wagon parts if you look up for '89.

Very possible. Vacuum leaks will cause an idle to GO UP, not go down. And like v4lu3s said, you can't set timing unless the idle is correct. Fix the high idle by fixing the vac leak, then your timing...

Are you sure they are "snapping" into place? You may not be pushing hard enough - it can be a pain sometimes. Don't beat on the boot to help it go in, or you will cause a break in the rubber.

The boots don't have to be damaged for grease to get thrown out of them. I've had grease come out the ends of the boots before... usually, the big ends, not where they wrap around the shafts.

You drained your battery. You also have fouled plugs. Remove them, clean them off, reinstall.

This thread is confusing... All the swap writ-ups I've read state that you MUST use a mpfi distributor...

The IACV is the cylinder shaped thing on the back of the intake mani in your top pic. Its function is to allow some air to bypass the throttle body (basically creating a small controlled vacuum leak)...
