Yeah, competent welder/fabricator should have no problems making those gussets if you show him pics of what you want and tell him the wall thickness of the material you want to have them made out of....

I think it depends on the rules of the organization/sanctioning body, where you plan to race. Some rules say 1 piece diagonal, other rules allow 2 piece diagonals. I'm not sure which way is better.

I'm sure that roll bar will give you enough roll over protection as is. Defenitly better with it in the car than without. And as long as senctioning bodies allow you to run with it, it's all good....
