Have you tried total ruckus or the battlescoter forum? If you can't find it on total ruckus, you aren't trying. So many people do engine swaps that you should be able to get one for $100 or less.

Have you rechecked the new fuel filter? It could potentially be clogged. Sounds like a fuel problem to me.
