I still can't see how a fairly hefty chunk of steel (ie the cam) would end up breaking before the timing belt. I would think that, if the cam seizes, the first thing to break would be the timing belt.

You DON'T need a press to remove the rear bearing/hub assembly. Once the nut is removed, the bearing/hub assembly slides right off. Even loosening the inner and outer spindle nuts is not too...

Another option is a B20. If you go with a B20Z or high-compression B20B, then power output (with the engine configured to run in a Civic) will be VERY similar to a B16A. But torque will be better...
