the cut off line i dont think is adjustable, it has to do with the projector.
but you can aim the headlight up and down tho, look on the back of the headlight and see if you can find anything.

are you just talking about headlight adjustments in general? if so...1. drive up to a wall.(if your headlights are off you will see one side is higher than thee other side) 2. pop open your hood. 3. look at the headlight back-housing...there you will find adjustment teeth. 4. take a long Philips screw driver and insert it into the teeth and start turn it. you will start seeing the headlight beam move up/down slowly....depending on which way you turn the screw. 5. keep adjust till both beams are at equal heights
i made a quick illustration to help you out if this is the case. i might have the up/down adjuster to the left/right mixed up. it actually might be for the high beams...but u'll figure it out!!!
the RED arrows will be the direction that the Philips screw driver will enter

It probably was moving, it's just REALLL slow. It works by the projector and high beam being mounted on a "bracket" of sorts, connected to the headlight housing with a swivel-type connection that acts like a pivot point. Then those geared heads turn threaded screws inside the housing that push or pull the whole "bracket" up/down or left/right.
Those screws should be engaged in little square plastic nuts on the "bracket", but if they're stripped out or missing then the headlight won't adjust. If the nut was missing, though, then you'd probably notice the headlight vibrating really bad.
This pic shows the plastic nut in the upper corner of my 98+ headlights. JDM ones should be the same.

The outer screw (near the fender) will be left/right and the bottom screw (near the middle) will be up/down. Same for both USDM and JDM lights. On JDM lights there is the additional screw towards the inside for the foglights, as shown in the other pic above.
