Default 1997 Civic Headlights Not Working.

Alright guys I need some help! My brother has a 97 civic and the headlights stopped working. There is aftermarket bulbs in the car (don't know what brand) hooked up to the low beams (he bought the car with them installed) and the highs are normal. Hes had the car for about 3 years with no issue then the headlights stopped working.

Now the right side low beam went first then the left side high beam then left side low and finally the right side high failed last. This all happened in about 2 months. His brake lights work but no tail lights. And the high beam indicator on the dash doesn't work either. Turn signals and hazards are fine.

I checked the fuses under the hood and in the car with a multi meter and they are fine. I took the bulbs out on the right side and they appear to be Ok. I did an Ohms test on the headlight switch, both high low and the passing light seem to be ok. I found a diagram of the switch online so I'm not 100% sure the switch is good.

What do u guys think the issue is?

Are you running an HID setup ? is there power going to the plug that connects to the bulb ?
