Work your way backwards on what you removed, unhooked. When you say rocker cover, you mean the valve cover?

check fuel pump to see if its priming, fuel pressure regulator? look for all disconnected plugs? try spraying some carb cleaner in the throttle body while someone else starts it up.

I can't think of anything else that you would have touched to get the valve cover off. I went through the steps in my head and even the honda technical guide, but outside of the ground wire and plug wires being in the wrong order i can't think of what would be stopping the engine from starting.

34 4321 is the wire orders, if you wanna double check.

Heres a simply test to see if you have spark to each cylinder or from the coil to the distributor. Remove one spark plug wire and start your car. If you see sparks/voltage come out the wire, then it should be working properly. Take the ignition coil wire and do the same. No voltage or spark?

ignition coil is by the dist. it should go ignition coil, and a wire to the bottom of distributor cap. pull that off where it is connected to the distributor cap. and check for voltage/spark

One last thing, did you remove or disconnect the ground wire near or on the thermostat housing? its really close to the distributor.

that ground wire is probably your problem for it not starting. It is a critical ground wire.
