Default 1999 CRV AC issues.

So i have a 99 CRV and the compressor stopped coming on, however the clutch can be moved by hand, and it rotates freely and quietly when the car is running.

I've checked the fuses and relays, and verified power to the compressor.

I haven't heard of a bad compressor that isn't locked up. I'd hate to buy another one and have it not work also.

Any ideas?

A compressor can be bad and not lock up... actually it's more rare that a compressor will lock up. Now the compressors clutch is a different story... They lock up all the time. Essentially there is absolutely no way to diagnose your problem without a set of gauges. Throwing parts at it would be the most ignorant thing you could do. If you recently installed a new compressor I doubt the necessary steps were taken to properly install it...
