Default time for a change?

I have Eibach Sportlines and Koni Yellows on my CRX that are about 4 years old. I am not sure what settings the shocks are at right now, but nothing more that half set. Whenever I go for some spirited driving, the car seems really bouncy and not very confidence inspiring, and its hard to drive the car to its full potential. I was thinking that maybe changing over to some H&R or Neuspeed race springs might change it a little, not so bouncy with a better feel. Whenever i autocross the car, ppl tell me its not very stiff, but it seems to bounce up over bumps like it rides really stiff, so i dont know. Also, its a DX thus it has no sway bars. would getting them help in any way? i have no trouble getting the rear end out. thanks guys.
