Any "insert" you'd try to put into the springs will either crack/deteriorate and/or damage your ride quality considerably.
You got yourself a grade-a catch22.
Might be looking at different wheels to abide by the law depending on how low of a profile you have. Technically by getting larger rims and knocking down the size of the tire wall you'd get closer to abiding by the law (as someone posted in here) hahaha.
