I have an 88 civic hatch that was sitting for the past 8 years. I had to in stall a new fuel pump, timing belt, water pump, both injectors, and fuel filter along with all the normal tune up parts. when I fill the gas tank it runs like new but once it gets below half tank it starts acting up. It runs okay until I get get off of the gas, like when I'm drifting to a stop sign or when I come up on slower traffic. When I get back on the gas it either cuts out or it surges (like I'm pumping on the gas). I thought maybe it was a fuel pressure regulator so I replaced the one that was on it with the one from the old throttle body but it still does the same thing. As I said before it's a new fuel pump and filter so the only thing I can think of now is that maybe when I remounted the fuel tank maybe I kinked one of the rubber fuel lines. I'm looking for further input because I think I did a pretty text book install on the fuel pump. Any thoughts would be appreciated, thanks.

If you didn't get it from Honda, it's OEM replacement, not OEM, thus aftermarket.
Try getting a Honda sock filter and putting that on, and also make sure it's pointed in the right direction.

So I dropped the tank and tried replacing the sock. Of course I started it before putting the tank back up and it runs like a champ. Problem is as I raise the tank it cuts off now. So runs awesome with the tank on the ground but dies out and stalls when I'm putting the tank up. I checked the lines and I can't find where I'm kinking anything it's driving me nuts

Try looking at the direction of your fuel filter. Typically its a no brainer but- There is a arrow which indicates Flow ---->
So with that said- could be a fuel filter installed backwards. check fuses as well. could be a bunch of stuff.
Test pump for 12v if you can.
Make sure it primes and you can hear the 3 second whine
