definitely change the dizzy and the iac will cause your car to run like crap too fix those 2 and go from there the tach jumping is a sign of a bad dizzy i have also gotten that code for the cylinder and it was because of the dizzy so like i said change the dizzy/check wiring on it and check wiring for the iac hope it helps

forgot to mention that you can go to autozone and have your dizzy check for free they can check the igniter and your coil they have the tools and readings i used to work there and like i said its free

another thing you should check is your injectors for some reason on my b16 ef i had obd2 injectors ridged for obd1 clips and they kept falling of and that code for the cylinder would come up so make sure your injectors are working a simple way to check is just spill a lil watter to the headers coming out of your block to each one if the watter evaporates you know its working if not then check spark and injectors
