Part Identification [Cooling system] 1994 hatch cx
Found this un-attached in my car and was wondering what it was and what its purpose is! [Pretty sure the mounting bracket is bent so i will need to replace it.]

that is the valve to allow engine coolant to your heater core for heat, your H/C slider switch controls it, it either bent/cracked the bracket due to being stuck or just from wear, make sure the valve with move freely

Thanks going to pick up a new bracket and install it. When i change the H/C slider in the car it goes from warm to hot, don't have much cold lol. I'm wondering if the cable is connected to the slider control inside the car. If i change the dial from cold to hot the cable seems to not move =/.

There are two cables connected to that hot/cold lever on the climate control. One is show in your picture and opens and closes the water valve. The other operates the doors surrounding the heater core inside the dash board. If either cable is out of whack (which at least one of yours is), you are going to have poof functioning temp adjustments.
Your water valve is stuck open since the cable has slipped off. That means your engine is always pumping HOT coolant into the heater core within your dash. Even though the other cable is closing the air-flow to the heater core, the HOT core is still heating up everything around it making the air warm. If you reach into the engine bay and flip that lever on the water valve, you will finally stop pumping heat into your dashboard. Quick fix for those hot days..
For a permanent fix, you shouldn't have to buy a whole new heater valve/bracket. Just slip that loop on the end of the cable back over the water valve lever. Then you can adjust the action of the cable by either poping it off the bracket and clipping it back on in a slightly different location, or bending the bracket back how you think it's supposed to be. Ideally you want to adjust the cable to make sure the water valve is FULLY closed when you slide the temp to cold. This will keep you from warming anything during the summer. You can also adjust the other cable for the air doors by looking underneath the passengers side dash. I had to move this cable because temp lever wouldn't slide all the way to the Hot side. Something got out of adjustment along the way...

Dang. I had a similar problem with my CRX and I had to prelace the entire climate control unit. On those cars the holder for the cable is molded into the plastic and breaks off after about 20 years if the doors or water valve get stiff.

At least the climate controls don't cost an arm and a leg like the CRX unit. I think I spent $300 a new CRX Si one after trying two Ebay ones for almost $100 each... Plus the EG unit is WAY more robust on the inside...
