Oxygen sensor 5 wire erratic voltage

Oxygen sensor 5 wire erratic voltage
First off, no CEL code for bad O2 sensor.
Trouble shooting a idle surge in a '92 VX. I am eliminating all possibilities that could be causing the typical idle surge.
I checked continuity for the 5 wire heater, and I got correct ohms. Then according to Haynes manual I probe checked the white wire going from sensor to connector plug, and the reading, while engine warmed up from cold to operating temperature was jumping from 2.36 volts to 3.16 volts. Not a steady increase in voltage, but voltage was all over the place.
Did I not measure correctly? Is this normal voltage readings? According to Haynes it should not exceed .9 volts.
Any ideas?
