Default CEL Help!! P0135

I have a 98 Honda Civic Dx. Manual tranny. My CP9125 scanner was reading the following code: P0135. I know it means O2 sensor heater circuit malfunction (Bank 1 Sensor 1). So I went and bought a new sensor. I installed it, erased the code and withing a couple minutes the same code comes back on. What else could be causing the problem? Short? Faulty New 02 sensor? Please help, I want to pass emission soon!

Start by checking whether 7.5A fuse 15 under the dash is blown.

Sorry, I'm kind of new to this. How would I know which fuse is a 7.5A fuse 15? I see about four fuses with the number 15 on them?

It's a 7.5A fuse. Replace fuse 15 with a known good fuse. If blown, check whether it blows again if the code pops up again.

I took out 7.5 fuse 15. It was not blown. What do I check next?

By the way o2 sensor was manufactured by SNG. Could it be failing out of the box?

I need help please.

I replaced my exhaust manifold because it had a crack. Now I am using an exhaust with no cracks and a new SNG oxygen sensor. My check engine light still turns on and reads the same: P0135.

Any help would be appreciated, I've been trying to get my car ready to pass the smog test for a few weeks now. I'm getting frustrated, I'm close to just paying a mechanic
