Default '95 Civic DX Sedan, Does Honda still replace bad seat belt retractors?

Regarding the FAQ - https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/common-problems-recalls-service-bulletins-92-00-civics-del-sols-2285479/

There is a reference to:

Slow seatbelt retraction.
Honda will replace these for free after a quick test by a technician.
(NO TSB.)
Anyone know if this has no time limit, my belts don't work right.

they do, but it can't have any obvious mechanical damage exterior wise. my local dealer just changed mine in my EK The same dealer warrantied a 70s Civic belt that ended up costing the dealer something like $700 recently.

bottom line they will warranty it, even if you have to fight a little.
