Default 93 Civic no start/no crank can't jump new starter

I have a manual transmission 93 Civic with a B - series swap. During the winter I noticed when starting the car I would have to hold the key in the start position for a few seconds, sometimes up to 10 seconds before the starter would crank, but still it would start every time. I haven't driven the car in a few months now, but still would start the car every weekend and let it run a few minutes.
A couple weekends ago I went to start it up and no matter how long I held the key on Start it wouldn't crank. The battery is fairly new and stays over 14V. When I tried jumping the starter solenoid I could hear the starter attempting to turn, but sound like it was locked up and couldn't fully spin. I bought a brand new starter now, installed it and I get the same thing. It's trying to crank, it seems, but something is preventing it from spinning. Could my transmission be the problem? My transmission hasn't been in the greatest shape for many years now, but still goes into every gear. At least it did the last time I drove it.
Any help or suggestions on things to try are appreciated.

Anyone who knows better correct me if I'm wrong but from what you are saying I would first check the starter, if it clicks than you might be in luck if you have a denso starter since those can be rebuilt (new contact patches). If you are turning the key and nothing happens at all, no clicking from the starter then its usually the Ignitor or the coil in the distributor.

When I get under the hood and jump the starter straight from the battery terminal it does attempt to crank, but it doesn't actually crank. It's as though something is seized. This is with the 3 year old starter I had on it AND the brand new starter that was just installed. I guess the next question from me would be: what all could prevent a new starter from cranking when power is jumped directly from the battery to the starter itself?
