Default Timing belt - screwed up balance shaft

I had a senior moment during timing belt replacement on '98 2.3L and forgot to remove a hex key I used to lock the rear balance shaft. I had the new timing and balancer belts installed and was turning the crankshaft one turn counterclockwise after everything was looking good. But after about 1/4 turn I figured out the hex key was still in access hole. After panicking I tried to pull the hex key out but it was jammed, so I barely turned the crank to free up the hex out and it snapped in half. Pulled out the long piece and it looked like it broke cleanly. I used a small magnet pickup and got the broken piece out. Both the long piece and the broken piece still look straight. The balance shaft is turning freely.

Last night I removed the belts and started over with the timing belt. Aligned the camshaft and crank TDC marks with no problem but after the timing belt was installed when I checked TDC it looked like the camshaft timing marks were off by 1/16. Today removed the timing belt and tried to set TDC on camshaft and think I'm in big trouble. I can turn the camshaft about 1/3 turn and it binds up. If I use slight force to turn the camshaft it feels like something is hitting and will not budge so I stop. Any ideas how bad this could be and what the fix is if any besides the junk yard? The crank shaft is turning smoothly.

If the crank is at or near TDC then the valves are making contact with the piston tops when you turn the camshaft. F series are interference engines.
Rotate crank 90° from TDC and you will be able to spin the camshaft with no interference problems.
