Default 95 Honda Civic dx non vtec Engine lag

Ok so i bought this civic in bad shape and i have put about 2,000 dollars into it and the problem is still there... But it has improved some.

1. when i bought the car i did a tuneup eg: spark plugs, wires, D cap, rotor, air filter...

It improved the car so it was drivable, but still had an engine lag...

2. 2 day job replacing fuel pump... Stripped a nut hope that never happens again...

Improved i little more but still an engine lag while driving down the road at low RPM...

3. was told to replace ECU...

Afterwards problem was dramatically improved but did still exsists

4. have tried 2 different distributors and both will not let the engine run... but I did pout the old one back in and it ran fine for a while...

PROBLEM STILL THERE...lol

If anyone can help me i would greatly appreciate it.

PS. previous owner says engine is rebuilt...

can you define lag? Like does it have no power down low and then picks up or is it just a dog the whole time? Have you checked ignition and cam timing?
