Icon2 Power while ignition is off

I own a 2013 Honda Civic LX Sedan.

How can I obtain power - but while the ignition is off (and without a key) - to power (or charge) an electronic device like a laptop, about 120 watts? Is there a way to do this directly from the battery? I am not talking about a temporary solution while the front hood is open. I am asking about a permanent one wherein I can provide power to a laptop while in the cabin of the sedan but with the ignition off.

You can wore the outlet to a 12v constant but i don't recommend it, you will kill the battery very quickly.
