Default 2005 civic starting issue

When turning key first time makes a spinning noise but engine doesn't turn over. It will eventually catch after a few seconds.
If you disengage and re-turn the key, always cranks perfect second time.

Time for new starter?

I don't know if it's the same on all vehicles, but this was happening to me on a chevy I own. It turned out to be a bad battery. I had the starter rebuilt and it did the same thing. Luckily the battery pooped out right after the rebuild and when I replaced it, the starter worked great. That was several months ago.
