Just looked it up-you are correct. I still only torque the 12mm bolts to 17.5 ft-lbs.
I have the cams out every other week, so bolt stretch is a concern

haha i'm in the same boat, am actually thinking of buying new cam cap bolts, i don't trust the old ones after all the times i've swapped cams
