Everyone here has mentioned a totally possible cause for the problem... You'll just have to start with the easiest ones and work your way through. Any of the situations mentioned above could cause the same boost problems...
What I would do:
- Check all charge pipes, clamps and couplers; better yet, pressure test the entire charge system if you have access to a simple pressure tester.
- Shine a light into the compressor wheel and look for signs of scraping or touching
- Check for exhaust leaks... But a leak this big would be pretty obvious; if there is no obviously LOUD *** leaks, then move onto the next thing
- If you have a cat-converter, check to see if it's clogged. A clogged cat will cause the same boost problem. Easiest way is to unbolt the exhaust or downpipe and go for a quick 1 min drive.

Ok so I'm an asshat!!!
I checked all the piping again. Got frustrated and put my hand down on the charge pipe that goes into the TB. It just slipped right off. I swear I had checked it. So now it spools just fine, but I still have an audible exhaust leak. I think the manifold gasket split. I'm hoping not, but that seems to be where the noise is coming from. I just don't want to have to take everything apart to replace that gasket.

I had an exhaust leak between the manifold and turbo and it was audible. I checked the location by starting the car once cool and blipped the throttle body and felt the air leak through before any metal could really burn my hand.

Sorry I didn't see this earlier. I do a search on TunerView, NepTune, and NepTune RTP every so often to see if there's any threads with questions that aren't specifically titled about the products. If you wiggle the cable and it resets just let me know and I'll send you a new cable.
