not to be rude but this is a tech forum and this question is not tech. it's general related.
2nd if it was a tech question your missing car information (make model year etc)
and 3rd. short and sweet version is you can reprogram the ECU to better appeal/compensate to your setup (aka bolt-on's / mods) or use a different ECU when you swap motors (P28 chipped to run a B16 motor for example) read the FAQ and google it.
