how hard is it to chip a ecu?
I think you need to read a few threads that are located in the FAQ at the top of this forum!
But otherwise.. it is not that difficult to chip a obd1 honda ecu. BUT if you are not very good with a soldering iron or haven't soldered small printed circuit boards before, i would suggest just having the ecu sent out and chipped professionally. As I have personally seen dozens of ecus that were ruined by a few people who thought they knew how to solder.

I do not recommend you try chipping an ecu without practicing on a useless ecu. I also recommend using high quality tools or leaving it to a professional.

If you can solder and desolder with out cooking up boards it's not that difficult. Practice on junk ecus or other small circuits. The p28 is used because it's already vtec: the p06, p75, etc need to be converted to vtec along with chipping. If you need some one to chip your ecu just shoot me a pm.
