10 minutes after you start tuning on the dyno, which should be 15 minutes of total run time after the rebuild (first 5 to check for leaks and verify cooling system is functioning properly).

If you've been driving it "easy" for break in, you need to hurry up and seat the rings before you completely contaminate the oil with fuel.

With Honda, drive it like you stole it 10 minutes after first start.

you need to drive it normally you can rev it up you need to do this to properly seat the rings just dont bounce it off the redline and beat the **** out of it, when shops build motors they start em chekc for leaks and go rite on the dyno to make some pulls you dont need to baby it like everyone seems to think just dont be stupid and be shifting it aafter bouncing off the rev limiter

There is a guy in Florida I think that dry runs his rebuilds for 10 min on a dyno, add's oil and she's ready to run.

8-10 4th gear pulls to redline will do it good to seat the rings. Has it been tuned yet?

<700km is about 450 miles. That is enough to seat the rings in modern engines.>

So this is just a perception that something might be wrong?

You're not experiencing smoke out the tailpipe, driveability problems, excessive oil usage, fuel-smell out the exhaust, Check Engine light, nothing like that?

i wouldnt let that guy change my tires.

honestly, that is one of the most ignorant crazy things ive ever heard.

maybe ive missed something, but oil and oil pressure is the most important part to a motor running good right off the bat and the rest of its life.

I've seen drag guys do that. The assembly lube is adequate lubrication for a brief run, and without oil the rings will generate more friction, which some theory states will seat them quicker.

Then again, I've also seen drag guys fill the water passages of an engine with concrete...

It also might be a carry over from the (generally) poor machining quality of the 60s and 70s.
