Default timing belt situation. Belt won't stay centered on cam gears.

My timing belt is not staying centered on both cam gear. whenever i push the belt in the center of the cam gear, the minute i start the car i see the belt drift over to the outer edge of the cam gear ( the very out edge). It doesn't slip off but it stays right at the other edge. What could be wrong? everything is brand new. Water pump timing belt oil pump and tensioner.

could over tighten the crank pulley bolt cause that?

hmm? I could check that. I can take off the crank pulley off with the timing belt still tensioned right?
