Here's my test. I passed by the way. LoL check out the o2 levels = exhaust leak hehe
The MAX numbers seem to vary a lot year to year, car to car. I don't get it.

^in the resonator
That's why I told the OP to get a crap exhaust and drill holes in it. The avg SMOG tech won't notice a thing. I had 10 or so holes in my exhaust and the car didn't sound bad. This method dilutes the exhaust quite a bit and won't harm your engine like running ethanol.

check the o2 sensor make sure its working the way its supposed to. If u have an obd2 reader with live data it should be easy to see if ur o2 sensor is working and HC is unburned fuel so u need to check the things that burn fuel like ignition system but u said u changed that already so i would say o2 sensor is a good start.

I'm going to advance timing to 17 or 18, change out the DC header for the stock one and see what it do. If it fails, I'm getting a new o2 sensor.

Re: CA smog: how to lower HC(failed)
i was in this situation before with my car, i replace the cat, distributor, wires, plugs, oil, oil filter, o2. I even used wideband o2 and I bring the numbers down, but the HC was a problem still. I still failed even replacing the whole motor to stock spec with no smog coming out, no burning oil. I found out later that my carb legal air mass header was making me fail because it didnt warm the cat up enough on the exhaust system. So i had to source out an oem header with a cat together on one piece for my d15. Too bad honda didnt make a b16 or b18 with a cat on the header, you wil have to make a custom header to make it pass in California. I still failed with my stock d15 but my numbers were close to passing, ended up moving my car into a barn in the outskirts of california, passed the idle test and was done with smog ever since.

also would like to add, advancing timing won't lower hc's. you want to retard timing. you want ignition occurring later in the stroke to give it a fuller burn, since the compression allows the air/fuel mixture to mix more thoroughly if a later spark is introduced

Also, run 87 octane it burns quicker. Run the tank dry, and put a few gallons in before you go to smog it. Just don't rag on the car, as it won't like the fuel. (will help for smog though)

no problem, smog is stilly, if you ask me, as long as that brown stuff ant coming out of my exhaust and you cant smell it, i dont see how its hurting the environment, especially your going off a smog machine that you don't know is calibrated properly or is reading everything to spec.
