is there a difference in the front end of a 96 and a 99? im about to get one and need to kno if there is a difference

that is part of the bumper
if you want to get technical... the grill and lips are removable, therefor it is not the bumper JK

If YOU want to get technical the bumper itself, is practically identical on both models for all intensive purposes.

no its not practically identical. the 99-00 has to extra gill/hole on each front side of the bumper. the 99-00 has a more pointier nose on the bumper now that is techincal
