Are you planning to run the belt to the balancer shafts? If not it's probably not a big deal. However if you are you might want to figure out why it's not turning.
Given that he wasn;t running them probably the oil being fed to the bearings has just gummed it up so it's not turning...it should be able to turn with some force...

well my main concern is what i read in a post here on this board trying to due some research here this is what he said....
if any of you would have gone to that site suggested earlier by DirtyLude (from memory sorry if i got it wrong) you would have seen the reason why the b series and k series engine don't have balancer shafts. the author stated engines under 2 liters don't require the balancer shafts, but over 2 liters requires them. you all know h22=2.2 liters, over 2 liters. my guess is that it could seriously shorten the life of your engine by beating the hell out of your bearings and what not as well as being very uncomfortable at idle. but if the original poster of this thread will be running a 2 liter i say do a lot more research and if there is nothing that will hurt your engine by doing this, go for it.

Get him to make sure it turns before you get it then if you are concerned. I think the oil has just gummed it up a little.
this buyer doesn't happen to live in greendale wisconsin does he? i got a guy trying to sell me the same kind of setup. i just bought his built head and i was wondering just of random curiosity if he was the same guy talking to you
