Cat causing my car to lose power?

My car runs fine when I start to drive somewhere but after 15-30 minutes of driving, it will start to act up. If I am on the interstate (60 mph) the car does fine at first but if I let off of the gas pedal even slightly, the car will slowly lose power and I either have to push the gas pedal really hard to pull out of it or restart the car. It usually will act up very quickly after restart or accelerating out of it tho. When city driving, most of the time the car does fine. Every now and then the car will stumble or jerk tho. In city driving I restart the car as I cannot accelerate out of it. The car would not give me a code ever (this has been going on for about 2 months) but last week it gave code p0132 and also has a pending code of p0130.
I have done a full tune-up.....plugs, wires, cap, rotor, pcv valve, fuel filter, fuel pump, both o2 sensors, and I even replaced the coil and ICM as I was told it was an ignition problem. The car has 265,000 miles on it. I took the heat shield off of the manifold/cat and I found a very small crack. I cant tell if it is just a surface crack or if it goes all the way through. I put my ear close to the crack but it doesnt sound like there is an irregular exhaust noise because of this. Any clue?

I know that cracking manifolds/cats like that are REALLY common...but as to if it's causing you to lose power, it's kind of a toss-up.
What codes are those? The P0132 and P0130.

I know that there was a recall on this year and model of civic for the manifolds cracking but from what I understand the recall doesnt apply to cars with more than 150,000 miles.
p0132 is primary o2 sensor circuit high voltage (sensor 1)

my 98 civic Lx had the same problem... made a full break actually. It didn't cuase the car to loose any power... but at 250k+ miles, the CAT may be getting a little on the clogged side... which is exactly what happened to a 1990 civic I had with 300k miles on it.
