no crank, code 13, aobut to break something

just converted a friends car from obd1 to obd0. its got a z6 block and a6 head. So i was installing a d16a6 ecu and distributor. when everything was all plugged in and set, and i went to start the car, it wouldnt crank. Everything was normal and car primed properly, but power turns of when trying to crank, and comes back when key is released.
ive searched this and i cant come up with anything that leads to whats wrong.
the only way ive gotten the car to crank if by allpying power from the battery directly to the starter terminal. only cranks but no start.
the only code the car is having is code 13 - atmospheric pressure (obd0 ecu). Would that have a serious effect on preventing the car from starting?

bump the car, put it in 2nd , push the car a few feet and drop the clutch , the starter is stuck, tap with a metal hammer or wrench to make sure its not on a dead spot, i bet it makes a little popping noise and then goes dead until key is released, make sure your battery is fully charged as well
