Default Surging, steady throttle and idle

Ok i'm throwing code 14, iacv and code 6, water temperature. I don't know why i'm throwing code 6 when the temperature guage works. But code 14 is a mystery. I cleaned out the iacv too. Here's the problem, when i give it steady throttle like about 10% it surges. Like it's struggling, and when i'm driving and give it 10% throttle it hesistates. I changed the rotor, cap, ignitor, and coil. Same thing. I unplugged the iacv and funny thing is, nothing happened, idle is still the same. Didn't drop or stay steady or whatever. the idle air control isnt closing...isnt working .... also if your having a coolant issue (code 6) and coolant flow into the iac.... also make sure theres isnt any air in the coolant system....if oyu have a fast idle valve check to see if thats closing also

Is that what's causing the surging when pressing the gas? How can I check to see if the iacv is closing and the fast idle valve? And for the heater hoses, is it koo to just recurclate it?

Swapped out iacv with a working one and same thing. Took fitv out to check if it was loose and it was still screwed on.

Ok fixed the codes. Problem was wrong plugs. Now it still surges. So i cleaned the iac just incase again. made sure the fitv was tighten up and still surges.
