how do i replace INNER part of tie rod ('00 ITR)

i have read a grip of threads explaining how to fix the OUTER part .. but i have play on the INNER part. is this hard to fix? can it be fixed? i'm not wanting to install a new f'in rack 

What your looking to replace is called a "Rack End" (#1 in this pic). To do this, you need to replace #7, #25 & #12 (#12 comes with new rack end).
Seperate Tie Rod End from knuckle
Remove Tie Rod End (#13/16)
Remove Jam Nut (#24)
Cut inner boot clamp (#7)
Remove Outter boot clamp (#3)
Slide Boot off (#10)
Bend tab up on lock washer (#12)
Hold rack steady with a wrench
Unscrew Rack end from the steering rack w/ an adjustable wrench (#1)
Reinstall new Rack End & lock washer
Tighten Rack End to spec
Bend down lock washer
Grease Rack End Balljoint
Install boot
Install new inner boot clamp
Install old outer boot clamp
Install jam nut & Tie Rod End
Install Tie Rod End into knuckle
Install new cotter pin through castle nut (#25)
Seperate Tie Rod End from knuckle
Remove Tie Rod End (#13/16)
Remove Jam Nut (#24)
Cut inner boot clamp (#7)
Remove Outter boot clamp (#3)
Slide Boot off (#10)
Bend tab up on lock washer (#12)
Hold rack steady with a wrench
Unscrew Rack end from the steering rack w/ an adjustable wrench (#1)
Reinstall new Rack End & lock washer
Tighten Rack End to spec
Bend down lock washer
Grease Rack End Balljoint
Install boot
Install new inner boot clamp
Install old outer boot clamp
Install jam nut & Tie Rod End
Install Tie Rod End into knuckle
Install new cotter pin through castle nut (#25)

so, i have a bit of slop on the inside portion of the tie rod. is it that connection or do i have a problem with the rack???

What model/year car do you have?
What side is the play on?

play is on passenger side after running up on a curb

With power steering, I woulld suggest getting under the car & grabbing the portion of the tie rod covered by the boot with both hands, while somebody wobbles the tire back & forth/up & down. If you feel the play between your hands, you have located the problem (rack end balljoint). If the play is coming from inside your rack, I can't help you (at least youve located the problem)...
